Housing NZ invested in regions in very different ways in the past. Regions that have grown quickly now have very few HNZ houses compared to some others - compare Bay of Plenty (8% of rental properties are HNZ) with Gisborne (28%).

Most of this site focusses on the Private market, HNZ of course have almost no vacancies and their rental prices are hidden. However they do publish details of their stock, which enables some comparisons:
